Stark County Jail Renovation: A Vision for Modern Correctional Facilities

In a significant move towards modernizing its correctional infrastructure, Stark County is poised to embark on an ambitious renovation project for the Stark County Jail, with an estimated budget of $80 million to $85 million. This initiative, championed by the Stark County commissioners, aims to replace outdated facilities and enhance the safety and well-being of both inmates and staff.

 

During a recent presentation, the board of commissioners was introduced to a comprehensive design plan crafted by a collaboration of renowned firms, including K2M Design from Cleveland, HOK from St. Louis, and a partnership between Granger Construction Co. and Welty Building Co. The project is set to replace three linear cell blocks with a state-of-the-art two-story housing unit, designed to house up to 312 inmates in a more humane and efficient pod-style configuration.

 

Commissioner Richard Regula expressed unwavering commitment to the project, stating, “We’re going to get it done.” This sentiment reflects the urgent need for reform within the Stark County Jail, which has struggled with outdated facilities and operational inefficiencies. The existing linear design, characterized by long hallways with cells on either side, poses significant challenges for corrections officers, who often lack adequate visibility of inmates. The new pod-style layout, featuring cells centered around a central command unit, seeks to address this issue, enhancing staff safety and operational oversight.

 

One of the critical aspects of the renovation is its focus on mental health. The new housing unit will include specialized facilities for inmates with acute mental health needs, comprising 24 beds for those in crisis and 144 additional beds for general mental health requirements. This emphasis on mental health is echoed by Sheriff Eric Weisburn, who expressed enthusiasm for the project, highlighting its potential to aid in the rehabilitation of inmates. “There’s no doubt this is needed in Stark County. It will be useful,” he remarked, emphasizing the importance of providing support for individuals facing mental health challenges.

 

In addition to improved living conditions, the renovation will address significant infrastructural deficiencies within the jail. The existing electrical systems have been described as “very antiquated,” leading to power outages that jeopardized the safety and security of the facility. The proposed plans include connecting the jail to two power substations, ensuring a reliable power supply and minimizing the risk of future outages.

 

The renovation will also modernize the kitchen facilities, which currently serve a capacity of 520 inmates while operating under the constraints of a kitchen designed for only 300. This upgrade is crucial for maintaining proper nutrition and health standards for those incarcerated. Furthermore, the facility will feature additional amenities, such as an outdoor recreation yard, classrooms for educational programs, and a dedicated space for administering medication to inmates.

 

An essential component of the financing plan for this extensive renovation involves a mix of funding sources. Christopher Nichols, the director of management and budget for the commissioners, outlined the financial strategy, which includes $33 million from federal funds under the American Rescue Plan Act, $10 million from the general fund and sales tax collections, and a potential state grant of $10 million to $15 million. Notably, the commissioners are keen to avoid imposing a tax increase on citizens, with discussions about the project having begun as early as August 2022.

 

As the county prepares to advance the project, the commissioners plan to authorize the finalization of construction design plans and secure a contractor under Ohio’s contractor-at-risk legislation. This approach ensures that any cost overruns will be the responsibility of the contractor, providing an added layer of financial protection for the county.

 

The projected timeline for substantial completion of the renovation is set for fall 2027, contingent upon groundbreaking this summer. With the next commissioners’ meeting on the agenda to discuss the project, there is a palpable sense of urgency to move forward.

 

The Stark County Jail renovation is not merely about bricks and mortar; it represents a vital step towards creating a more humane and effective correctional system. By prioritizing inmate welfare, mental health support, and staff safety, Stark County is setting a precedent for modern correctional practices that aim to rehabilitate rather than merely incarcerate.
